Bheki Cele to Testify on Alleged Ties to Controversial Businessman

Last Updated: October 12, 2025By

Bheki Cele has expressed his willingness to testify before the Madlanga Commission of Inquiry or Parliament’s ad hoc committee to address allegations linking him to Vusimuzi Cat Matlala.

Cat is accused of benefiting from a R360 million SAPS tender through his company, Medicare24 Tshwane District.

The allegations against Bheki stem from WhatsApp messages reportedly recovered from Cat’s phone, which suggest money exchanges and communication between the two dating back to December 2024. Nhlanhla Mkhwanazi revealed this information during his testimony before the Madlanga Commission.

Cat’s company was awarded the SAPS health risk management tender in 2022 but was later canceled amid findings of fraud, fronting, and poor performance. Reports also allege that Bheki stayed in a luxury Pretoria apartment owned by Cat before the contract was approved.

Bheki’s willingness to testify marks a significant development in the ongoing investigation into corruption and organized crime within the police. Both the Madlanga Commission and Parliament’s committee are probing claims of corruption, political interference, and organized crime networks within the police.

The investigation is ongoing, and further testimonies and digital evidence are expected in the coming weeks.
